Purpose/Industry Need:
When FERC issued Order 733, approving PRC-023-1 — Transmission Relay Loadability, it directed several changes to that standard and also directed development of one or more new standards within specified time periods. NERC filed for clarification and rehearing asking for clarity and an extension of time to address the directives, however without a response to the requests for clarification and rehearing, NERC must adhere to the deadlines established in Order 733.
 
The SAR for Project 2010-13 – Relay Loadability Order subdivides the standard development related directives into three phases. Phase I addresses the specific directives from Order 733 that identified required modifications to various elements within PRC-023-1. Phase II addresses directives associated with development of a new standard to address generator relay loadabilty. Phase III addresses directives associated with writing requirements to address protective relay operations due to power swings.

Drafting Team Nominations
​The Standards Staff has reviewed the qualifications of those who have been nominated for appointment to the Relay Loadability Phase II Drafting Team drafting team.  The Standards Committee has approved the recommendations for appointment, and the Relay Loadability Phase II Drafting Team is seeking additional appointments to ensure that the team has adequate geographic and technical diversity.

Phase 2 ​Phase II addresses directives associated with development of a new standard to address generator relay loadabilty.
Phase 1 ​Phase I addresses the specific directives from Order 733 that identified required modifications to various elements within PRC-023-1. ​The NERC Board of Trustees will act on the standard at its March 10, 2011 meeting.
