Revisions to Outstanding Violation Risk Factors (VRFs) and Violation Severity Levels (VSLs)

General Reference Documents Detailed Background Current Info>> Updated Info>> Info>> VRF Guidelines: In its May 18, 2007 Order on Violation Risk Factors (VRFs), FERC identified five guidelines it uses to determine whether to approve VRFs submitted for approval. These guidelines, applied in concert with criteria that NERC has filed with FERC as part of theERO’s Sanctions Guidelines, must be used to determine a VRF for each requirement. Both FERC’s guidelines and NERC’s criteria are documented in the “VRF Guidelines” link above. VSL Guidelines: In its June 19, 2009 Order on Violation Severity Levels (VSLs), FERC approved VSLs for 83 standards, directed certain modifications to VSL assignments, and described four guidelines that FERC developed to guide its evaluation of VSLs. These guidelines, applied in concert with NERC’s own requirements for drafting VSLs, form the basis for the development of VSLs. All VSLs should comport with the NERC and FERC guidelines documented in the “VSL Guidelines” link above. VSL Filing 1 \| VSL Filing 2: The VRFs and VSLs in need of review could have one of two origins: “Deferred” VRFs and VSLs were deferred by FERC in a number of different orders, all of which are referenced in individual review worksheets. “Filing 2” VSLs came from a larger VSL revision process that NERC initiated in 2010 to modify VSLs in accordance with the NERC and FERC VSL guidelines that were finalized in 2009. NERC filed this large set of revisions in two parts: Filing 1, which was filed on March 5, 2010 and updated in asupplemental information filing on March 21, 2011, and Filing 2, which was originally filed on December 1, 2010.
